President, Walter Broughton called the meeting to order at 11:00. Twenty:two people attended. Walter reminded everyone that Emily Krafjack would be speaking at the Chapel at 7:00. She will discuss the gas industry's role in our changing community.
The minutes of the August 14th meeting were read. The estimated profit for Lake Carey day was changed from $1,000:3,000 to $1,000:1,500. The minutes were approved with this correction.
Treasurer's Report Checking : $10,054.79 and Savings : $31,754.49.
President's Report Walter read the letter he wrote to Brian Grove, Senior Director of Corporate Development for Chesapeake Appalachia, LLC. In it he again invited Grove to speak at the lake and requested Chesapeake do a baseline testing of the lake water.
Walter distributed copies of the results of the Secchi disk and fecal coliforms testing. (He was unable to do so at the August meeting because his printer refused to print.) See attached. He reviewed the results again. Additional coliforms tests will be performed this week. We will pursue the idea of posting ' Please Don't Feed the Ducks or Geese ' signs at Franks.
Walter identified the dam as our major responsibility. He thanked Ed Hetzel for removing the stop logs (i.e., boards) before Hurricane Irene. Because of this, there was very little damage around the lake. Walter asked for volunteers to receive instruction on this process, so there are others who could handle the responsibility. The following volunteered: Chris Ziemba, Ron Tanner, Art Tinner, Bill Martin, Ken Price, and Barbara Beane. As required by DEP's Dam Safety, we have an Emergency Action Plan in place to be followed when the dam fails or is in danger of failing.
Walter reviewed the Dam Inspection Report drafted by Chuck Givler. Dr. GIvler recommends:
Audit Committee No report
Lake Carey Day No report. Chris asked Walter if he would be interested in giving a presentation on the history of Lake Carey next year. He said he would.
Membership There are presently 115 members, the same as last year. The committee formed at the August meeting has not yet begun to make phone calls.
Walter showed Lake Carey flag stickers that Linda Pallis has made. He suggested a $5 donation for each.
Chris Ziemba reported that 12 families participated in the yard sale. Each is being asked for a 10:15% donation. A motion was made by Bob Spigarelli to continue to sponsor an annual Labor Day weekend yard sale. It was seconded by Kathy Keefe. It passed unanimously. Chris and Ginny Tinner agreed to work on future yard sales.
Property Committee Ron Tanner showed one of the new Lake Carey signs and reported that they are ready for installation. Gene Skrynski has volunteered to prepare the ground for post holes with his backhoe.
Ed Hetzel reported that the bids are in for the catchment basins. We received one at our P O box, but he didn't know how many were sent to Princeton Hydro. They will be reviewed and hopefully, work will begin soon.
Safety Committee Kathy Keefe reported that boats should continue to move in a counter clockwise direction. She has noted an increase in heavy truck traffic around the lake. Water and stone trucks are not supposed to be traveling on 4 digit state roads (e.g., SR 1003) unless they have a local delivery. She suggested that when trucks are seen, we should call the company and the state police to report them.
Water Quality Fred Lubnow and Ed Hetzel have completed the baseline water testing required to establish the effectiveness of the catchment basins once installed.
Chris Ziemba suggested that we lower the level of the flow pond an additional two feet. Ed Hetzel stated that he plans to remove the stop logs around October 1 to lower the lake two feet for the winter. Chris felt that additional lowering would kill the milfoil and dry out the area around Frank's. Ed said that it would have to be siphoned and that DEP would have to approve it. He estimated the cost to be about $1,000. Chris made a motion to request that DEP approve the additional lowering of the lake. Bob Spigarelli seconded it. There was much discussion of the need to consult all property owners affected. The motion failed with a 4:16 vote.
Deb Tierney made a motion to adjourn the meeting. Kathy Martin seconded it. The meeting was adjourned at 12:35 P.M.
