Lake Carey Welfare Association Meeting, July 10, 2011
President, Walter Broughton called the meeting to order at 11:05. Thirty people attended.
The minutes of the June 12 meeting were read. Two corrections were made. Instead of Sally Willoughby will accept memberships at her house on Lake Street, it will read, Lynne Bierly will accept memberships at the Pinelands Antique Shop. The words and bikers will be removed from the Safety Committee report. The minutes were approved as corrected.
Treasurers Report $10,000 has been transferred from the checking to the savings account. The present balances are: Checking $10,202.04 and Savings $41,754.49.
Presidents Report Walter reported that he had begun collecting prizes from local merchants for the raffles for Lake Carey Day. He was pleased by the interest and support the local business people exhibited for Lake Carey Day and the Association.
Walter then reviewed the Land and Water Conservation Plan for Lake Carey. The plan provides a mechanism for land owners in the watershed to protect their property from future development the owners do not desire. The plan enables them to do so by donating conservation easements to the Countryside Conservancy. He answered several questions. A motion was made by Bob Spigarelli to accept the plan, seconded by Penny Davis, and approved unanimously.
Audit Committee No report
Lake Carey Day Chris Ziemba reported that 1,000 brochures had been printed. They will be distributed to all residences, and will be available at many merchants in Tunkhannock. There will be ads in the Advance and Wyoming County Examiner. June Loncosky suggested that there was free advertising available on the local radio station and through Blue Ridge Cable Company. She will contact both. There will be embroidered shirts for sale, as well as T-shirts with a new design, Lake Carey mugs, and autographed copies of Walters Lake Carey.
Membership There are presently 82 members. The Oops postcard will be sent to everyone who hasnt renewed memberships in the past two years. The newsletter has been sent. Stickers are available to members.
Walter announced that this Saturday, July 16, at 7:00 at the dam site, Eric Brown will be speaking about the countys Rails to Trails project along the old Montrose RR line.
Property Committee Walter reported for Ed who was out of town:
The application for PennDot approval of the catchment basin at DeMeillier Road was signed by Randy White and has been sent to PennDot. DEP has approved the application for the work at the Stone/Catalano site. Princeton Hydro has prepared the bid specifications. Bid solicitations should appear in the Times Shamrock paper next week. Bids should be in by early August. If anyone knows of local contractors that would be interested in this work, please let them know. If all goes well, work should be underway in September.
Dr. Givler is working with a surveyor to prepare a 3D survey of the dam site in preparation for an on-site meeting with DEP to discuss overtopping protection. This work will cost some money, but nothing is known of the cost yet. We still need to repair/replace the fill in both side wings, fill in some cracks, and fix some gabions, but that work can wait for the final outcome of the DEP visit.
Ron Tanner reported that the sites for the new Lake Carey signs are being prepared. Hopefully, the signs will be finished before the end of the summer. Help will be needed to install them.
Safety Committee June Loncosky asked about the possibility of changing the names of the roads. Chris Ziemba made a motion to petition to have Shore Drive be changed to Lake Carey Drive. June seconded the motion. 4 votes in favor, 19 votes opposed, 2 abstentions. The motion did not pass.
Water Quality Milfoil Task Force Bob Spigarelli reported on some options that are being considered to address the milfoil problem:
1. Mechanical removal with a diaphragm pump on a barge (rental $44/day) 2. Chemical treatment (possible cost $30,000) 3. Mechanical removal through Suction Harvesting (possible cost $30,000) 4. Bug treatment Weevils can be purchased for $1 each. They eat the stem of the milfoil. When a plan is developed, we will ask for donations.
Testing of the lake water to provide a baseline before gas drilling is being investigated.
Old Business GeoKinetics does not need the seismic testing permit they requested of us. They will go around the dam site.
New Business David Rinehimer made a motion that we ask Emily Krafjack, the countys new environmental liaison to the Marcellus Shale gas industry to report on the gas drilling in the area. Carl Wesneski seconded. The motion was approved unanimously.
