Lake Carey Welfare Association Minutes for meeting on July 11, 2010

Alan thatcher Called the meeting to order. He introduced John Miller, an engineer from Princeton Hydro with extensive experience in rural lake management, to report on his examination of the 537 plans from Tunkhannock and Lemon Townships. He studied current condition, future planning, correspondence and agenda. His conclusions were that the documents were incomplete and of poor quality. Most of the inspection documents were from Lemon Township. The issue of "needs assessment" which is primary information in a 537 plan was not addressed. Alternative treatments to a central sewage system must be part of the plan and must be deemed "not viable" before a central sewer system would be considered. There was no evidence that such treatments were assessed.

John opened the floor to questions from the audience.

-Did he see plans for the design of a sewer system for Lake Carey? No. He did see the figures of the expenses incurred by Tunkhannock Township: $138,000 for the study and $60,000 for the design of the system.

-Is the potential loss of aquifer water in a central sewage system and the extraction of 980,000 gallons per day of fracking water from the Tunkhannock Creek of concern to the DEP? DEP will consider both issues.

How is a "needs assessment" accomplished? Miller stressed the importance of the work being done by a Sewage Enforcement Officer, or SEO. That person will do an in depth study of the history of the site, geology, weather conditions and the SEO will use all his/her senses... odor, standing water, unusual vegetation, and spongy soil. An interview with the owner of the site may add important information.

-Does John know what the costs are for an SEO? He does not know.

Alan thanked John Miller for his presence and report. He was on vacation.

Alan began the business meeting by reading the treasurer's report.

Old Business

Lake Carey Day-Chris reported that the principals of Lake Carey Day would reconsider their resignations if the Association would modify the alcoholic prohibition. After an open discussion the following motion was made and passed: "The Association does not sponsor the serving of any alcoholic beverages during the Poker Run". Chris then told the membership that he would chair the event this year, only this year, and hope that Gene would return as chair next year. Dick Daniels reminded us that his race will start promptly at 8 AM on July 31st. All participants should arrive early enough to be registered and get to the starting line on time. Last year the Tidball's provided water for the racers; this year General Motors will provide water.

New Business

Alan informed us that Joe Snedeker of Channel 16 would arrive at the Lake Carey Fire House at approximately noon on Friday, July 23. He is biking from Sate College as a fund raiser for St Joseph's Center.

Alan read a lengthy letter from a visitor to Lake Carey. Her name is Dianne Shatin and she works for the State of New Jersey Dept of Environmental Protection. She has been informed about the lake from our web site. She is eager to learn of the current status of our efforts to revitalize and sustain Lake Carey.

Alan informed us that the inspection report for the dam has been finished and there is much to be done. Mintern said the Association needs a separate fund to pay for dam repairs and the annual expenses of the new catchment basins. Ed is investigating the ongoing costs associated with the catchment basins. There are funds in our accounts which are designated dam funds. A motion was made and passed that we put those funds in a separate dam account. The suggestion was made that a part of each person's dues go into that fund.

The suggestion was made that no future launchings from the dam site occur because of possible damage to the dam.

Dick Loritch made the suggestion that we try to inform boaters that a counter clockwise route around the lake will make the lake safer to all boaters.

A motion was made to adjourn.
